With reference to the 8th paragraph of my Con-
-fidential Despatch of the 28th ultimo, I have the honour to
transmit for your information the enclosed paraphrases of
cypher telegrams which have passed between me and His Britannic
Majesty's Minister at Peking on the subject of protection
which might be afforded by thie Colony to the Kowloon-Canton
Railway.
In view of Sir John Jordan's expression of
opinion I have not addressed you by telegraph on the subject nor do I now wish to make any recommendation. Steps have
however been taken to prepare for the armouring of a train at short notice should the occasion for using it, with your
sanction, arise.

There is a slight improvement in trade conditions in the Kwangtung Province. A little cargo is being moved to and from Canton. The Railway Service with Canton has been interrupted again since my telegram of the 27th ultimo owing to fighting on the line but was re-established on the following day.
The political situation in the Province is most involved. Its declaration of independence has not brought
